The Civil Appellate High Court of Colombo was established on 30 June 2007 under Section 5A of the High Court of the Provinces (Special Provisions) (Amendment) Act No. 54 of 2006 with the principal objective of expediting the determination of civil appeals arising from the District Courts and Family Courts. Exercising both appellate and revisionary jurisdiction, the Court was created as part of a broader judicial reform aimed at strengthening the efficiency of the civil justice system and alleviating the growing burden of civil litigation that was previously concentrated in the Court of Appeal of Sri Lanka.

ඇම්. ඩී. සිසිල ගුණතිලක පළාත් බද සිවිල් අභියාචනා මහාධිකරණ පිහිටුවීමේ වැඩපිළිවෙළ යටතේ බස්නාහිර පළාතේ පිහිටුවන ලද කොළඹ සිවිල් අභියාචනා මහාධිකරණය හෙට 29 වැනි දින පස්වරු 2.30 ට අග විනිසුරු සරත් එන්. සිල්වා මහතා අතින් කොළඹ 12 අලුත්කඩේ අධිකරණ සංකීර්ණයේ දී විවෘත කෙරේ. මේ අවස්ථාවට අධිකරණ සහ නීති ප්‍රතිසංස්කරණ ඇමැති අමරසිරි දොඩන්ගොඩ, අධිකරණ ඇමැති ඩිලාන් පෙරේරා, අධිකරණ සහ නීති ප්‍රතිසංස්කරණ අමාත්‍යාංශයේ ලේකම් සුහද කේ. ගම්ලත් මහත්වරුද සහභාගිවීමට නියමිතය.

කොළඹ සිවිල් අභියාචන මහාධිකරණයේ කාර්යක්ෂමතාව වැඩිදියුණු කිරීම සඳහා අගවිනිසුරු ප්‍රිති පද්මන් සුරසේන මහතාගේ උපදෙස් පරිදි නව අතිරේක සිවිල් අභියාචන මහාධිකරණයක් ස්ථාපිත කර ඇත. නව අතිරේක සිවිල් අභියාචන මහාධිකරණයේ කටයුතු අද (13) සිට ක්‍රියාත්මක වන අතර, 2006 අංක 54 දරන පළාත් මහාධිකරණ (විශේෂ විධිවිධාන) (සංශෝධන) පනතේ 5B වගන්තිය ප්‍රකාරව සිවිල් අධිකරණ බලය ක්‍රියාත්මක කිරීම සඳහා පිහිටුවන ලද නව අධිකරණය සඳහා මහාධිකරණ විනිසුරුවරුන් ලෙස අගවිනිසුරුරයා, මහාධිකරණ විනිසුරු හසිත සමන් පොන්නම්පෙරුම සහ මහාධිකරණ විනිසුරු චින්තක ශ්‍රීනාත් ගුණසේකර යන මහත්වරුන් පත් කර තිබේ. අධිකරණ ක්‍රියාවලිය වේගවත් කිරීම සහ අධිකරණ පද්ධතිය කෙරෙහි මහජන විශ්වාසය ශක්තිමත් කිරීම අරමුණු කරගනිමින් අල්ලස් නඩු, කාන්තාවන් සහ ළමයින් සම්බන්ධ නඩු විභාග කිරීම සඳහාද අගවිනිසුරුවරයාගේ උපදෙස් පරිදි වෙනම අධිකරණ ස්ථාපිත කිරීමට කටයුතු කර ඇත.
