Digital Payment System Launch (GOVPAY)

In a significant step toward digital transformation in Sri Lanka’s judiciary, the Supreme Court officially launched online payments via the GovPay system on 15th May 2025, at a ceremony held at the Supreme Court Complex, Hulftsdorp, under the patronage of Chief Justice Murdu Fernando, PC.

This initiative enables legal professionals and the general public to make secure, real-time online payments for a wide range of court services, including brief fees, certified copies, appeal filing fees, enrollment fees, affidavit payments, and more. Payments can be made through a growing number of GovPay-enabled platforms, such as online and mobile banking services of major banks and fintech applications including BOC Smart Pay, Sampath Vishwa, iPay, Genie, FriMi,Helakuru, and others.

All transactions are legally valid under the Electronic Transactions Act No. 19 of 2006 (as amended) and are designed to enhance accessibility, reduce administrative burdens, and minimize reliance on physical cash and queues. The integration ensures transparent, efficient, and convenient access to Supreme Court services from anywhere in the country.

Chief Justice Murdu Fernando highlighted the initiative as a major milestone in creating a more accessible, transparent, and technology-driven judiciary. The project is a result of collaboration between the Supreme Court, Ministry of justice, Ministry of Digital Economy, and key financial institutions, with the support of the Central Bank of Sri Lanka.

This digital payment model is expected to guide similar advancements across Sri Lanka’s court system, marking a critical move toward full judicial digitalization.
